MEP Commissioning
MEP commissioning is a quality process that verifies and documents that a building’s mechanical, electrical, plumbing and low current systems perform together as designed and as the owner requires. TABCOMM acts as your independent commissioning authority, from the first design review to the final handover certificate.

Handover Should Not Be the Start of Your Problems
Most building defects are not hidden in one piece of equipment. They sit between systems: a fire alarm that does not shut down the AHU, a generator that starts but never takes the load, a BMS point wired to the wrong valve. Commissioning finds these gaps while the contractor is still on site and the fix is still their responsibility
Systems in Scope
Discipline | Typical Systems |
Mechanical | AHUs, FAHUs, FCUs, VAV, VRF, chillers, cooling towers, pumps, heat exchangers, ventilation, car park and smoke management |
Electrical | MV and LV switchgear, transformers, RMUs, MDBs, MCCs, power factor correction, generators, ATS, UPS, central battery, lighting control |
Plumbing | Domestic water, booster pumps, drainage, submersible pumps, irrigation, hot water |
Fire and Life Safety | Sprinklers, fire pumps, hydrants, clean agent, fire alarm, stair pressurisation |
Low Current | BMS, CCTV, access control, PAVA, nurse call, IPTV, structured cabling, digital metering |
Vertical Transport | Lifts and escalators interface testing |
How We Commission Your Building
- Owner’s Project Requirements review. We confirm what “working” means for your building before anything is tested.
- Design review. Drawings and specifications reviewed for commissionability, access and testing points.
- Commissioning plan. Scope, roles, schedule, test procedures and acceptance criteria, approved by the consultant.
- Factory and site acceptance. We witness FAT and SAT for critical equipment.
- Pre-functional checks. System by system installation verification before start-up.
- Functional performance testing (FPT). Every system tested against its sequence of operation.
- Integrated systems testing (IST). Mains failure, fire mode and smoke control scenarios run across all systems at once.
- Deficiency tracking. Every issue logged, assigned and retested until closed.
- Handover. Final commissioning report, O&M manuals and training for the facility team.
Standards We Follow
ASHRAE Guideline 0 and Guideline 1.1, CIBSE Commissioning Codes, BSRIA guides, NFPA 13, 20 and 72, BS 7671, IEC 60364, and LEED commissioning requirements where applicable

Frequently Asked Questions
Do you have any question?
1. What is MEP commissioning?
It is a documented process that checks every mechanical, electrical, plumbing and low current system in a building, tests it against the design and the owner’s requirements, and proves the systems work together before handover.
2. What is the difference between FPT and IST?
Functional performance testing (FPT) proves one system works through all its modes. Integrated systems testing (IST) proves several systems respond correctly together, for example during a power failure or a fire alarm.
3. Is commissioning the same as the contractor’s testing?
No. The contractor tests its own work. An independent commissioning authority verifies those results, witnesses the tests and reports directly to the owner or consultant, with no stake in the outcome.
4. How long does MEP commissioning take?
It runs alongside the project, from design to handover. Site testing for a mid size building usually takes several weeks to a few months, depending on the number of systems and how ready the installation is.
5. Does TABCOMM support LEED commissioning?
Yes. We have delivered commissioning on KAFD, the largest LEED Platinum business district in the world, and align our process and documentation with LEED requirements.
